Does the key have to be on (acc) for the headlights and electric locks to work on a 2000 sienna le?

Why does my 2000 sienna not have headlights or door locks unless the key is on? I thought all vehicles had headlights and electric door locks without the key being in the ignition. This van is totally dead until the key is turned to acc or the engine is running. Thank you.
