Hi, Yesterday the seatbelt on the drivers side of the rear seat stuck. It won't retract and won't pull out either. Can anyone help with how to remove the plastic panel that covers up the mechanical workings of the seat belt in the rear of the van?

Anyone else have issues with seatbelts becoming hard to pull? The driver's seatbelt in my '98 is very difficult to pull. I've removed the panel to see if there is some metal part that I can lubricate but it looks like everything is sealed. Any solutions?
