1999 Sienna Mirror Controls acting strangely

1999 Sienna....driver side mirror was broken, so I replaced it. After installing the replacement mirror, the up/down controls work, but the inboard/outboard positioning does not work....on BOTH the driver and passenger sides......before replacement, all controls worked fine (including on the broken driver side mirror).....
Could there be a problem with the dash mirror control switch itself? How to diagnose? So far as I can tell, all fuses okay.
Any advice greatly appreciated!
