I'm having trouble turning the key past "acc." I have checked around the Internet and found videos on how to remove the ignition cylinder (to fix the problem or replace the cylinder) but I can't get mine out. I haven't been able to find a video for my exact make and model, but for other Toyotas built around the year 2000, it seems to be similar:

1. remove light ring
2. turn key to "acc"
3. depress button under lock cylinder
4. slide out ignition lock cylinder

I can't perform number 4. Is there something else I should be doing?

I have the repair manual, but I can't find anything about how to remove the ignition lock cylinder.

I'm pretty sure you figured it out by now, but that's the same problem I encountered. 2001 Sienna XLE with chipped key. Key turned to ACC position, or so it seemed. Steering lock cable moved, dash lights went on, etc., just couldn't get the release pin to move much. So before I tried something drastic like drilling the pin out, I decided to try forcing the pin in with a hammer and punch. Hit it a few times, and that did the trick. Looking at the bottom of the tumbler, it looks like the slot was _almost_ lined up with the pin, but not quite. The tumbler had turned enough to move the electrical switch into position, but not enough for the release pin to line up.
