2013 Sienna - 7 way trailer wiring - where to mount circuit breakers?

I'm working on wiring my 7 pin trailer connector and can't figure out where to mount the two circuit breakers. I've seen an instructional video where they mount them under the hood on some sheet metal next to the fuse box, but they're working on a 2005 model and it looks like there's more room than my 13'. If I mount them there, I can't open the plastic cover on the fuse box.

Any suggestions?
