Anyone know how to rewire DRL function to Fog lights?

Hi all,
Anyone know how to rewire sienna day time running light to fog light?
I have a Canadian model, 2014 SE. ALL Canadian model have DRL on high beam, and we have to have DRL on all the time by law.
