I have a 2017 Sienna. For some reason, when the air temperature is set to the lowest setting, I get cold air. Really cold air. However, if I raise it up one degree to 60, the hottest air blows from the vents.

I checked the blend door actuator to see what it is doing. When on Low, the gear moves and the door closes all the way. When I turn it one degree, the door opens up all of the way. There is not small amount that the door opens to account for the temperature setting.

Does anyone have any idea as do what is going on?

Does it continue to blow that hot after the interior warms up? I haven't observed my system that carefully but I assume it goes pretty hot at some point when it needs to raise the temperature a lot.
