My 2008 Sienna instrument cluster does not switch to bright mode in daytime.
Occasionally it does brighten for a second or two, then back to night dimming mode and only on startup..
Possible light sensor issue? I cleaned the face of the sensor which is located on top of the dash.
I could not find any reference to this issue in the Toyota Repair Manual or any means to remove the sensor.and test it.

Definitely sounds like something is up with the light sensor. On my 2010 there's also a click position on the brightness control that forces the dash lights to their brightest setting, but it sounds like yours doesn't do that?
