If its an OE part it will have a 10 digit part number stamped on it.
If could be anything someone set down while working on the car to hold something in place then forgot about it.

That is an orgasmatron. Joking....looks like a guide pin for an assembly process. That pin is inserted to align something (maybe fender or hood) before tightening the bolts. Try inserting it in any hole you find in the engine bay. The diameter should be the same.

in the assembly process, before you bolt on / fasten / weld 2 pieces together you need to insert that tool to keep in in place. Once they are fastened, you can remove that tool. Sometimes it gets stuck so you have to remove it with another tool like pliers or something (that explains the tool marks at the flat end).
