No fuel AT ALL-2003 Sienna

Hey guys, I replaced the fuel pump on my 2003 sienna. It had died while driving down the road. For some reason, I am still not getting any fuel up towards the engine. The fuel pump doesn't whir on initial ignition turn. I replaced the horn relay for the cir opn relay, still no start. Is there another relay that might be causing the issue? Or could the inertia switch busted? Where the hell is the inertia switch (fuel cut off switch) or which relay should I replace?

Is it mentioned in the manual in the glovebox ? From what I've read it sounds like it's possibly under the drivers side dash near the fuse box. On a car I had ( not a toyota) it was in the trunk passenger side under a cover. Sorry I'm not certain, I am wondering where mines at now.

I've checked around. Seen some places that said the inertia switch was under the intake manifold, some said it was somewhere on the driver side strut. I have no clue. Replaced and check pretty much all fuses. I checked the fuel filter(clean), I do have spark, starter is spinning. idk what else it could be....anyone have any ideas?

Haynes manual shows 12v going through both the EFI relay and the cir open relay to get to the fuel pump, p. 12-20 --- for my 2002 Sienna anyway. Cir open relay is probably opened when the fuel pressure reaches operating range, controlled by the fuel pressure regulator.
