Wax is to protect the finish from the bugs, not to take them off.
happycamper's tip is a good one. Another thing you can do is spray a liquid detailer or any liquid that is meant to clean protect your cars paint on the bugs and let it penetrate.
A microfiber towel (or cloth rag) will take it off, you might have to reapply water/liquid and then clean it up.

After its clean, if you're like me you'll take the time to wax well regularly. When the car's waxed it makes cleaning bugs etc sooooooo much easier. Bug's and dirt will just slide off!
I use only easy to apply waxes though like optimum OPT wax (http://www.autogeek.net/optimum-spray-wax.html).
So easy to use and no hazing so it's nice and quick!

It's also good to use a sponge with the mesh overtop to remove bugs once they are caked onto your paint.

I manage to use a bucket of warm/hot water and a large towel to douse over the area. Letting it sit will soften the debris. rise then repeat. wax or any other spray would only loosen it and prevent it from sticking again, sort of like gum. so its effective to an extent.

I used to use Collinite 845 when I was into detailing and paint protection. It's function is to put a barrier between the paint and the elements so the car is much easier to clean. One time the hood got a bird bomb after parking under a tree and all I had to do with spray water on the hood, the bird poop slid off by itself! http://www.collinite.com/industrial-wax/insulator-liquid-gel-wax-protector/ You still need to apply it periodically like every 4 months or so to keep it easy to clean.

Bounce dryer sheets (or any dryer sheets I suppose).
Wet the sheet(s) and the area on the car that's buggy.
Wipe the area with the sheet and the bugs will come right off.
Rinse well because this becomes a soapy mess, I usually do it just before I go to the car wash.

I soak thin MF towels in my wash solution (rinseless or wash shampoo). Place the towels over the bugs for 5-10 minutes, then they should wipe off.
Always keep a good coat of wax on the front end of the car. This will make removal much easier.
