01 sienna P0500. No speedo. Can't pull abs codes.

New to the forum, looking for input on this van. I have a 2001 Sienna here that has a code p0500. I plug my scanner in and I can view all of the Freeze Frame data and verify that I have no vehicle speed signal. ABS light is on, when I connect TC to E1 in the diagnostic connector under the hood I do not get a flashing ABS light. Instead, after a few seconds of being connected the airbag light begins rapidly flashing in no discernible code. I have already replaced the ABS controller and ECU unit. I have tested all four wheel speed sensors for resistance. I get 985 ohms in the front and 1100 ohms in the rear. I even removed the front sensors and cleaned the rust and debris off. have tested all of the related circuits for continuity and shorts to both power or ground. I have tried another PCM which didn't do anything. In fact they gave me the same p0500 code after a few seconds of test driving. I have tried another instrument cluster, though I suspect that the reason it was laying on my spare parts shelf was due to inoperative speedometer. So I don't really count that as a viable diagnostic at this time. What am I missing? How can I get the ABS light to flash if grounding the pink wire with the black stripe at TC doesn't work? I'm kind of stumped...

I replace the speedometer cluster with another used one. No luck. To recap, I have changed the speedometer twice, the ABS module and actuator once, and the ECM once. I've tested every circuit that I can think of 4 open circuit, short to ground, short to power, continuity, Etc. I'm about to give up and send it to the dealership ...
