Why do I need 42611-0R271 (wheel disc/ rim) for spare tire conversion?

The spare tire conversion requires 42611-0R271 (wheel disc/ rim) and 155/80R17 (actual wheel)

I thought the donuts come with a rim so why is the 42611-0R271 needed as well?

Thank you. Is the rim that comes with the donut not sufficient?

For example, is the rim (42611-0R271 ) still needed with this donut spare from ebay? It looks like there is already a rim on it...
