Discussion is timely, was looking to get a third fob for my 2021 sienna......
Ran across this smart key discussion from the car care nut.....its a bit long, but he discusses why you might not be able to buy used fobs and reprogram them anymore. Not encouraging at all except to work thru the dealership ......focus on section at approx 18:00 min mark......but watching entire video is educational.....YMMV

On the other hand.....geez!!! Listen to this system Toyota has......Sounds like there is little way to steal a modern toyota unlike the Hyundai /Kias but without disable features.....that they are being sued over.....

Check this guy out on you tube if you do not know him......he is a toyota master mechanic and has very useful videos on all things toyota.....

 
My 2015 Sienna does not have the push to start, but my 22 RAV4 does. I bought it in December of 22, it came with only one key.

I bought two of these on eBay, then Della Toyota in Plattsburgh NY was able to program them both. (They did not charge me for it, either)

We picked up our Sienna this past week. The dealer only gave us one key fob and claims that Toyota will ship us the second one. Is this normal? If so, how long do we have to wait for the second fob? Our last vehicle had fobs labeled driver 1 and driver 2 for the memory seats. These fobs aren’t labeled. Do the memory seats move based on fobs, or do I press the 2 in the door when I get in? I’m 14 inches taller than my wife. The struggle is real. :ROFLMAO:
I picked up my Sienna 2023 in February, and I am still waiting for the second key. I call customer service 800-331-4331 every month and the answer usually is "Watch the mail, we're sending out letters this month." Very un-Toyota like.

See the schedule in post #2. It is based on production date. If you van was produced in 2022, it is scheduled for this month. Otherwise, for your van, you are looking at Q4 of this year for the notification.
 
We picked up our 2023 XLE AWD on 8/12 and the salesman wrote our name down on a list that had 20 other names on it of people that need their 2nd fob. Got both cut keys but just one fob. A rather important part of the van not to have with it.
 
I picked up my 2023 Sienna on November 11, 2022. Toyota said today my 2nd fob is scheduled for October., 2023 .
She said that if I lose my current key, ToyotaCare will tow my car to dealership for extra key, nothing to worry about.
 
I just think Toyota is full of shit. The semiconductor shortage is long over. Just look at PC and Smartphone market and how low these products are priced these days. I believe someone in Toyota screwed up big time and they just tried to cover it up. I basically said this will be my last Toyota after 3 decades. The company is definitely not the same as before!
 
The CarEdge guys claim all of Toyota's US shortages are due to the US market being the least profitable. All I know is their inventory crawler reported 30-40 Platinums during the summer of 2022 and in the spring of 2023 it was 400-600 units and now there's usually 1100 plus. My 12 month wait for my May 2023 build puts me into 2024 for the 2nd fob.

According to the schedule (post #2), Jan-Apr 23 build dates is Q4 2023. Jan-Feb is marked as phase 4 and Mar-Apr phase 5. So if yours was built in March or April I would expect later in the quarter after the phase 4 vehicles are scheduled.
 
I suspect that timeline has slipped a bit since then and likely expectations should be tempered… based solely on precedent and on no other information
It did. They told me June it was going to be Mid August or beginning September. Now they told me November or December. :(

Your concerns are the same as mine. I picked up my new vehicle on 8/23 and only learned then that I would be getting only one fob until some nebulous time in the future. They didn't tell me this until I took delivery. Vexing.

A little late for the OP, but you register key fobs to either driving position. From the manual:
Record your driving position to
button “1” or “2” before performing
the following:
Carry only the key you want to
register, and then close the
driver’s door.
If 2 or more keys are in the vehicle,
the driving position cannot
be recorded properly.
1 Check that the shift lever is in
P.
2 Turn the power switch to ON.
3 Recall the driving position
that you want to record.
4 While pressing the recalled
button, press and hold the
door lock switch (either lock
or unlock) until the buzzer
sounds

I never knew key fobs can be associated seating positions. This is a new one for me.

Do you use the Toyota app? It seems that a notification in the app is the first thing that arrives. Once you get the notification, you schedule an appointment with the dealer to get the second fob programmed for your car.

Thanks for the tip! Deleted it after the first week. Just downloaded it again. I hope I'll get a notification soon!
